Admin charge is paid from the employer's contribution, so I think what you are doing is right.

As per the notification dated 15/03/2017, it is clear that admin charges for account no. 2 are 0.65% effective from 01/04/2017\. However, regarding account no. 22 (EDLI admin), the charges are 0%, specifically EDLI admin charges.
